Heard County Mayor Teresa Chapman Charged With 10 Felonies

The mayor of a small Georgia city in Heard County has been arrested and charged with 10 felonies.

Franklin Mayor Teresa Chapman tued herself in Tuesday moing.

In addition to serving as mayor, Chapman is an insurance agent. Authorities said she would write policies to people without their knowledge or consent and she would pocket the commission.

The GBI's John Bankhead says they've been investigating this case for two years and have found nine victims, including a Franklin police officer and the husband of the chief judge.

”The way it was uncovered is one of these people that had the insurance policy noticed that she was overdrawn, said Bankhead.

FOX 5 couldn’t reach Chapman for comment, but word of her arrest spread fast around the community, which has around 1,000 residents.

”It saddens my heart that the people down here in Heard County trusted her enough to vote for her, said Sandy Lane.

Chapman was booked into the Heard County Jail where she spent several hours before she posted a $20,000 bond.

City attoey David Mecklin says Chapman is still mayor. He said her arrest does not automatically remove her from office, but said there is no doubt her fate will be on the agenda of the next city council meeting.
