ROME, Ga. — A Florida woman was arrested early Monday morning on charges of public drunkenness and obstruction after officers said she was found intoxicated on Broad Street in Rome.

According to a Rome Police Department report, officers were patrolling the area around 2:43 a.m. when they heard a loud scream, possibly from a woman. While investigating, they encountered Tiffany Lynn Smith of Fleming Island, Florida.

Police said Smith was found sitting in a puddle of water and had vomited. Officers observed vomit on her leg and asked if she needed medical assistance, which she declined.

The report states Smith appeared intoxicated, slurring her speech, responding slowly and struggling to hold a conversation.

She was arrested shortly before 3 a.m. and described as “passively resistant” while being placed into a patrol vehicle for transport to the Floyd County Jail.

Authorities said that upon arrival at the jail, Smith refused to exit the patrol vehicle and had to be removed. During a medical evaluation, she allegedly became disruptive and resisted a nurse. She was taken to a local hospital for evaluation and later medically cleared.

Police said that when officers attempted to transport her back to the jail, Smith resisted commands and kicked an officer in the chest with both legs.

Upon her return to the Floyd County Jail, Smith was charged with public drunkenness, obstruction of law enforcement officers and simple battery on a law enforcement officer.
