A Union City councilwoman is alleging murder after a 19-year-old was shot twice in the back by a police officer.

The still-unidentified officer shot Ariston Waiters last month on Hickory Lane after they say Waiters tried to grab the officer's gun.

Channel 2's Craig Lucie was at the meeting where things nearly got out of control Tuesday night.

Four law enforcement agencies were at the meeting. Each person who entered the council chambers was frisked, and when the mayor read the city's statement on the shooting, everyone started shouting including a council member.

As soon as Union City Mayor Ralph Moore said that the Fulton County District Attoey's Office completed their investigation into the shooting of Waiters, council woman Angelette Mealing intervened.

"I didn't know you were going to speak and since you are going to speak, you are going to let me talk. I was elected by the citizens of Union City," Mealing said.

The words that came out of her mouth are words the Waiters family has been waiting to hear since their son was shot twice in the back Dec. 14.

"So I'm going to tell you the truth. The truth is they don't want me to tell you that I'm sorry. They don't want me to say we should've offered our condolences," Mealing said.

Mealing then targeted the department she and her colleagues oversee.

"We need to do an inteal investigation of our whole police department," Mealing said, as the crowd cheered on.

Lucie followed up with Mealing after the meeting who then made a strong allegation against the officer who shot Waiters.

"I saw a grieving mother for the loss of her child and not just a loss from a sickness or disease. It was murder," Mealing said.

Outside the chambers, Waiters' mother addressed a crowd, asking them to keep fighting for justice.

"I ask that everybody continue to pray for my family and me and thank everybody for coming out and prayerfully we'll see you in the next meeting," Freida Waiters said.

Some of the people at the meeting asked the mayor to resign since the family never received an apology.

There were about 200 people gathered near the steps and those with the Waiters family said they are giving the Fulton County District Attoey's office 48 hours to give them information about what happened the night Waiters was shot.
