A teenager whose family fled New Orleans for Atlanta in the wake of Hurricane Katrina was shot and killed early Tuesday on a northwest Atlanta street, police said.

The shooting occurred just before 2 a.m. in the 200 block of Elm Street near Simpson Street, in the Vine City neighborhood where 17-year-old Jamal Canselo's family was staying with relatives of friends, Atlanta police Sgt. Bob Creasy said.

Canselo was walking with a brother and two friends when an armed man walked up and told them to get on the ground, Creasy said.

The suspect fired three or four shots, hitting Canselo once in the chest, Creasy said. The youth died a short time later at Grady Memorial Hospital.

Detectives have obtained an arrest warrant for Phillip Jackson, a 32-year-old Atlanta man who also goes by several other names, including James Butler.

Creasy said detectives believe a dispute "over a girl" might have been behind the shooting.

"There was some bad blood between [Jackson] and the victim," Creasy said.
