ATLANTA - The Atlanta school board has voted to replace its chairwoman and vice-chairwoman after approving a policy change that allows the board to remove its leadership by a simple majority vote.

By a 5-4 vote, the board removed LaChandra Butler Burks as chairwoman and Cecily Harsch-Kinnane as vice-chairwoman. The board elected Khaatim Sherrer El as chairman and Yolanda Johnson as vice-chairwoman.

Previously, the board operated under a policy that required a two-thirds majority vote to replace a board chairman or vice-chairman mid-term.

Gov. Sonny Perdue placed the Atlanta system under investigation last month. The issue is the system's handling of an investigation done after officials found a high number of suspicious erasures on the state's 2009 Criterion-Referenced Competency Tests.
