Eight siblings kidnapped from foster care by biological parents found in PA: police
The eight city kids abducted by their parents from a Queens foster-care facility were found safe in Pennsylvania, police said Tuesday.
The children and their biological mother and father were discovered in Harrisburg by the NYPD's regional fugitive task force on Monday, a week after they disappeared during a supervised visit.
Cops took the parents, Shanel Nadal, 28, and Nephra Payne, 34, of Manhattan, into custody and placed the children with the Harrisburg Administration for Children's Services.
The youngsters were "in good condition," police said in a statement.
The children - seven boys age 4 to 11, all named Nephra, and an 11-month-old girl named Neferiti - were taken from the parents and placed into foster care because of an abuse allegation, sources said.

Police say Shanel Nadal (r.) and Nephra Payne (left) abducted their eight children.
