A man allegedly caught on video dangling a white dog by its neck over a second-floor stair railing has been arrested, police said.

Ransom J May II, 23, was arrested for cruelty to animals after tuing himself in due to detectives searching for him and pressure from the media, the Orlando Police Department said on Tuesday.

In the video, the suspect holds the dog by its neck, dangling it over the railing of an Orlando apartment complex as people can be heard laughing while others wa he could go to jail for his actions.

Following the incident, the whereabouts of the dog are unknown and police told Daily Mail Online that an affidavit and report will not be finalized until Wednesday. 

The video of the incident was initially posted to Facebook on April 6, leading officials to launch an animal cruelty investigation, according to the Orlando Sentinel.

The video was taken down by Friday afteoon.

On Monday, authorities went to the scene of where the incident took place, but residents were reportedly not willing to identify the man who appeared in the video.

Police then released the video footage in an effort to help identify the man in the video.

Authorities retued to the apartment complex on Tuesday, showing residents a picture of a man as they worked to identify the suspect.

Orange County Animal Services spokeswoman Diane Summers told the Sentinel that it appears the dog is being treated in a cruel manner, and noted a resident had sent animal services a link to the video.

'If the dog's airway was blocked as a result of this action or if the dog was dropped it could've been serious,' Summers said. 'We are wanting to check on the status of the dog.'

Resident Zeneita Yulfo, who was inside her apartment watching TV when the incident unfolded, told WKMG that she could hear yelling outside. 

She also noted that she had never seen the man or the dog prior to the incident.

'That's what the yelling was, about to let it go, don't do that, but the person didn't want to let go,' said she said. 'The person just kept shaking and trying to choke.'

Yulfo said the man walked down the stairs and left, taking the dog with him.  

'That's what I don't understand, who would do that to a defenseless animal,' she told the station. 

'They don't do anything to you. And even if they did what's so wrong that you would treat it like that!'
