Kentucky sheriff's deputy appears to handcuff third-grader in controversial video
A Kentucky sheriff's deputy reportedly is the subject of a federal lawsuit filed by the American Civil Liberties Union and the Children's Law Center.
At the center of the lawsuit is cellphone camera footage that appears to show Kenton County Deputy Sheriff Kevin Sumner restraining an 8-year-old boy with handcuffs. Sumner allegedly put the cuffs around the youngster's biceps.
In the video, the boy cries and asks the deputy to take off the cuffs. The deputy tells the boy he will take them off, but only if the boy agrees to stop kicking and hitting him.
WKYT identifies the boy only by the initials "S.R." The report goes on to say that the boy suffers from ADHD and has a history of trauma.
According to the report, another child, a 9-year-old girl, was also restrained, but she does not appear in the video.
